I really want to use this display option but I don't understand what I'm supposed to click on in order to get the glowing symbol to keep track of my champion.

This is no third party program it was added one one of the patches a while ago I just can't figure out how to enable it is the thing, this is supposed ti help you figure out where your champion is located in a big team fight. The person who was using this program was streaming, she does not use any third party programs

I Am LeJhindary1 votesI've never seen that little arrow, so I haven't the slightest idea. The yellow HP bar is a part of "colorblind mode" somewhere in the display options, though. I started using it this past season and I personally find it easier to play with, despite not being colorblind myself.
