Buff for Garen, and Essence reaver

After seeing Jerggernaut updates, and being nerfed after showing toooooo OPness, Garen's been nerfed so that now almost no one give a glimpse at him during champion selection. As a person who really likes Garen, it was hard to stand him seeing going down again. I do understand that Garen's Q and the new defense item synergize so much it was inevitalbe nerf, i think it's won't hurt much to give him a little team buff either in his passive or W.

If it's passive: when one of the teamate is fighting, within the area, Garen shouts a warcry of courage to encourage his team, providing his comardes little basic stat buffs - approx. 10 damage(AD&AP), defense(AD&AP), health and movement speed - until he dies.

If it goes in W: when Garen turns his W on, his team, with in the area, is provided a little basic stat buffs for 10~20 seconds, encouraged by his courage and will to protect is team.

Its only a rough idea, and i don't deeply know how much it will affect during team fight, but i guess its worth giving a shot than just letting Garen plunges into ground and can never come back.

For Essence reaver, i heard Riot is designing a new item for 'reduced health regen' like one of the old items that's been deleted, so I thought its a good idea to give that effect to E.R.

E.R is in very vague position compared to I.E and B.T. Although E.R has same amount of damage increase, mana and health vamp, its usage rate is irradically lower than other higher BF items, or maybe even lower than BOTRK, Blck Cleaver or Youmu's. So i think this proposal may shed a little light on E.R
