Why is Jayce getting more nerfs?

I wanna ask why is jayce getting more nerfs, I will say I dont really play him, but every time I see him up in this elo, he doesn't do that great. I never understood the hype train surrounding jayce, I even went to go look at his winrate, and he has a 47-48% top according to op.gg and a 50.5 % in Korea, I just wanna know the justification for nerfs I never really thought he was that great. I mean he was strong in 7.1 and 7.2 for sure, but with all of his items getting nerfed, and lethality, games are lasting longer and he isnt as dominant anymore. it seems like you just did the nerf champ -> nerf items -> nerf champ even more.

cause he is broken out of his fkn mind. lane dominant that scales well into mid/late game ? nono. Rene is a lane dominator but Rene cant be blasting your ass from afar till you go down to half health and then get oneshoted by a Q/E. He should be gutted into beeing unplayable legit the ONLY champ i wanna see permanently unplayable.
