I don't know if this is intended but when you have manaflow band active and don"t have enough mana to cast the ability but it's supposed to be free it won't cast. Again not sure if it's intended.

It is not a free ability.

Manaflow Band: Every 60s, your next ability used has its mana or energy cost REFUNDED, and restores 8% of your missing mana or energy

A refund is different from no cost. You need to have enough mana to cast the ability; you will then get the cost back as well as 8% of your missing mana.
