Hello LoL community, I'm here to write something about some champions that seems they've been forgotten for a long time.
While many champions (also due to buffs to items) rise and live in a healthy spot, there are also many champions in a terrible spot. When I say "terrible spot" I mean that they cannot shine as intended, with nasty values, too high CDs, too low damage, too high mana cost.. .. ..
I'll start talking about Kassadin
:
Kassadin has been for a long time an hated threat, very strong and without a real weakness.
Q was able to silence enemies and it was also dealing a nice amount of damage. It was too strong, it deserved many nerfs.
After the recent changes to Kassadin's R (Riftwalk now has an AP damage ratio), Kassadin is playable once again.
Also the recent change to Rod of Ages
is very pretty for Kassadin, cause it works very well with his Riftwalk.
The problem is that Kassadin is very weak early game, and I know that he has to be weak early game (but not so much). But he's able to reach his power-spike very late in the game and ONLY when he has finished his core items. He can't duel any opponent until he has finished his items, cause his damage spells have a very low base damage and stack well only with a lot of AP/mana. Too often and too easily you lose your lane before you can reach this power-spike. You can come-back in the lategame, but only if you opponent isn't snowballing hard.
Q and **E **have both 0.7 AP ratio, and it's nice, but the base damage is so low that these spells won't work until the late game.
**Q **has a very low base damage, at level 5 it does 170 magic damage. 170 rotfl.
**E **at level 5 does 185 magic damage.
I'm happy with his new W, that allows Kassadin to farm and last hit in a decent way. It also works well with Lich Bane

I'm fine with his new R. Level 1 Riftwalk doesn't allow much "plays" due to its 6s-CD but it's ok in my opinion.
Anyway both Q and W have an incredible long CD: 9 seconds AT ALL RANKS. I feel 9 seconds are too much. 9 seconds to deal 170 damage and use 90 mana..
However I know that Kassadin is a problematic champion and it can't be balanced without risk he becomes too strong once again. I would suggest some work:

** Q - Let's love again this spell**. I'd like to be rewarded when I level up Q, at least with slightly lower CD. In example: Q: RANK 1: CD 9s, RANK 2 CD: 8.75, RANK 3 CD:8.5, RANK 4 CD 8.25, RANK 5 CD 8s. I'd also shift some power, reducing its scaling but increasing its base damage. In example: Q AP Ratio down from 0.70 to 0.50, but base damage goes up: 80 / 120 / 160 / 200 / 240

Q - Shield. I'm not totally sure about this shield but I think It could be changed in 2 ways: Increasing the shield value but reducing to 1 second its duration OR Increasing the duration to 2 seconds. In example: Shield lasts 1 second and absorbs 50 / 90 / 130 / 170 / 210 (+0.3AP) (Now is 40 / 70 / 100 / 130 / 160 (+0.3AP) for 1.5 seconds.)

** E - Almost a perfect spell, but its base damage is strange** This spell is almost fine. But like Q it feels to be very strong only with a lot of AP, and crap without much AP. 180 damage with 70%AP Ratio is risky, if you have an hard time and you lose your lane you will never reach the AP you need to do big damage with Q/E. I'd nerf the AP scaling and increase the base damage as well. In example: MAGIC DAMAGE: 105 / 135 / 165 / 195 / 225 (+ 55% AP)

Base stats Here I'd put only a little buff to his base health or base health regen to allow Kassadin to not suffer much his early weakness against hard-poke champions such as
that can so easily zone him. Just a little value, nothing big.
I'll talk about Fiddlesticks
now.
Fiddlesticks has lost his core-identity, he was a cool jungler with unique mechanics, many strengths and many weaknesses.
Recent changes has driven him out of the jungle (and also out of the botlane) in my opinion.
The jungle item "Runeglaive"
can't work on Fiddlesticks, it gives him a nasty AP value and he also won't benefit much by its passive effect.
He liked much more the previous item (80AP and CD reduction, cool for sure).
While is Q - Fear is still a fine and very strong tool to both engage and disengage, I don't get the point with the changes on his E.
E - The bird has been a very annoying spell in every ARAM mode, but it has never been that OP spell in normal games.
Recent changes have reduced its strength, and in my opinion partly ruined the spell: the new E can't bounce on the same target more than one time, if there are other targets nearby. The silence duration has also been reduced (I mean, this spell was strong only cause it was bouncing more times to the same targets, putting silence and doing a good amount of damage.. A level 5 bounce does 145 damage + 45%AP. If E hits only ONE time its target, it does 145 + scaling that, in my opinion, it's an awful value..).
**W and R **are still very cool and very strong spells, nothing to say here.
I would suggest some work here:

E - What's the identity of this spell? What does it do? It has to be a silence tool, a damage tool, a poke, or everything but nothing great at the same time?? This spell is cool, but I don't get what it's intended to do and its effect is sometimes too random that you can't control much what's gonna happen. Damage isn't great if it doesn't bounce more times on the same target (It will bounce, of course, if there are just 2 champions but it will often go random in many other cases). I'd add more damage, and reduce the damage dealt by E with every successive bounce (I don't know, maybe reduce damage by 5/10%) In example: first hit: X damage, then lower value, then lower value, then lower value... ...

A jungle item for a jungler champion Too be viable he needs a real item that can make him shine, something like the old jungle item. AP, CDr. He's not an Auto-attacker, he's a scarecrow.
Zilean 
This champion is very cool, but you can rarely see a good Zilean in an average normal game. He definitely needs some work. While his R is an extremely strong tool, something could (and should) be done for his Q and for his Passive.
Q has been changed recently, now it's a skill-shot but in my opinion it's a too difficult-skill-shot. While there are many normal skillshots I.E. Nida Q / Zed Q / Ziggs Q / Karma Q / Lee Sin Q .......... that are QUICK and (imo) enough easy to use properly, Zilean has a difficult Q, too easy to be dodged and also too much telegraphed, always enemies know when it's going to happen and will move just a moment before the bomb lands.
I mean, you will not always fail to land Q as Zilean, but I often feel like the cast time is too long and enemies have too much time to react. I'd like more if his Q would appear to the target location like Karthus' Q (obviously with a set cast time, maybe a bit longer than Karthus'), instead to be a "slowly-throw-the-bomb-game".
Bombs are quite strong and you will hit enemies if they have been slowed or stunned in a team-fight by your allies, but they don't work very well as a Poke. Also Zilean risks much to throw his bombs cause he needs to walk closer to the enemies, and he's going to be hit by another skill-shot himself.
I like to think Zilean like an experience-master and the old passive was strong. I can't judge properly the new passive, It doesn't seem to me to see level difference between Zilean and ADC and the two opponents, I don't know.
I'd suggest some work here:

** Q: Faster, please, just a bit faster.** It's a strong tool, a cool tool. But I think a faster cast-time could help a lot to increase Zilean's unique strength.

** W Mana cost down to 0 ?** Why not? W could cost 0 and increase by 10 mana his E. This would give his W no drawbacks at all.

W Passive effects? I don't know, "every time Zilean rewinds he XXXX" He could heal himself a very very very low amount of health, like 1% of his missing health. He could restore 1% of his maximum mana. He could** gain a low EXP value** (like the EXP a minion gives). He could get a 1 second movement speed buff. He could give to all nearby champions a low EXP value.

New amazing Passive I have many ideas about a new passive for Zilean, the "EXP-mage". Choose one: -Kills and assists give Zilean XXX exp, increase Zilean's AP by 3%. -Zilean starts the game at LEVEL 2 (bonus values are reduced for the first 2 levels). -Zilean doesn't have a level limit. From level 18 he can level up and he gains LOW bonus stats at every new level. -Zilean marks randomly minions and monsters (every X seconds). Marked minions and monsters give 5x exp when killed to its killer.

Stats I don't know, probabily he's fine. He doesn't have to be tank, even if his health /health per level are very low, and a little love could help him to survive the first part of the lane phase.
