All your fake reports make the system classify you as a bad "reporter". Every subsequent report coming from you will be less and less credible because these players did nothing wrong.

% HP true damage is actually a really good mechanic. Why? Because it doesn't scale with anything except the target's health. It puts both high and low caps on the amount of damage that champion can do per hit. A Fiora can do a tanky build to survive longer in fights and let her passive do the work for her, but it'll take her almost just as long to kill a squishy as it would for her to kill a tank. She can do a damage-heavy build to kill squishies, but then if she focuses the tank or gets focused down she'll just get nuked down in fights and die fast.
