Why are we continuing to buff champions (the majority of 9.8) instead of nerfing the broken ones?

This game has just been ruined by power creep ever since runes reforged. Im not gonna go on a rant about how it should be removed, its a changing game i get it. But with the state of how strong everything is i don't find this game to be enjoyable anymore. Maybe riots champion standards have changed and they believe every champ should have a stun 4 gap closers ridiculous sustain and amazing burst but i dont find that enjoyable.

To nerf the broken ones and keep the buffed ones as metas to be nerfed later after buffing the nerfed ones that used to be meta

The problem with that to me that is, is that its a constant wait for things to be nerfed and they never do because they are buffing champions up to par with the broken ones. The game is in a constant rise of damage healing etc. so everybody is constantly getting stronger and it shows in the gameplay.
