Annie changes

First: Q should be a skill shot. Just like Veigar's. But in return for making it a skill shot, it should get a little longer range. Second: R should have a delay. Just like Veigar's stun. If they are going to make Veigar's a delay and his doesn't even do damage, then Annie's ult that can be deployed instantly for massive damage should be on a delay. Do those things and she will not be a complete and total bitch to play against. She will be appropriately strong along the lines of other champs.
