Tristana?

Tristana is one of the old notorious hyper carry champs that used to be played across all ELO levels. Nowadays, I rarely see her at all. Is she really that bad now at all levels other than higher, or does this include higher ELO as well? For whatever reason I gained a bit of interest in her recently and I kind of want to know if she can be good with enough practice, or is she literally not worth anything at all right now...
