The ADC Dilemma - ADC Item and Champion Changes
ADCs, at this point in the game, have too much centered around them, and can very well be oppressive and dominating with little retaliation due to their constant protection from others, particularly the support class. This is most evident from the patches after the assassin rework, where the increase burst window and counterplay that assassins are supposed to have are now having them get killed easily by ADCs that are protected and then quickly burst down their attackers.
While many of these issues come from the mastery system (this damage creep has screwed over everyone, really), a good amount of them stem from the current state of ADC itemization, which often lets them mask their weaknesses and/or abuse their strengths via synergies that aren't supposed to exist. However, some of these issues are also from the champion designs themselves. As a whole, the game has too much damage available, so much that the ADC class has somewhat deviated from their tank killing DPS purpose and instead bursts down squishies, along with their entire team, in order to win teamfights. So, I have listed a full set of changes that I believe would help in this situation:

Items
- Make the bolts not work against minions, as well as removing its interaction with certain abilities such as Caitlyn headshot, Twitch Ult and Jinx Q (although keeping it with other stuff such as Varus W and Twitch passive). This item is NOT supposed to be a waveclear item (it's supposed to be a niche pick for ADCs that do well with more attack speed), yet is somehow is. If you want waveclear, buy Statikk Shiv. If further nerfs are needed, remove the side bolts' ability to critically strike.
- The only issue I have with this item is its burstiness when combined with items such as Statikk Shiv. Make the crit chance from this item and from Shiv unique passives so that they cannot stack (if you do happen to buy both, you get the higher of the two crit chances).

- As stated in the recent post by Meddler, ADCs need the proper tools in order to combat tanks. Thus, I believe the combine cost on this item should be reduced by 150 gold or so.
- (OPTIONAL) Reduce the crit chance on this item from 30% down to 25%. PD is more or less meant to be a survivability item on ADCs (that also works well on bruisers/melee carries) at the cost of AD, in return for movement speed and damage reduction.
Champions
- This comment outlines a really good change for Vayne - her ult should lose the AD boost, and instead should give her silver bolts extra damage, possibly with an increased knockback on her condemn. This would reduce her upfront squishy-bursting damage while increasing her tank-killing power as she is meant to. If further nerfs are needed, they should be aimed at her tumble: make it so that the bonus damage cannot crit, and/or increase its cooldown as to give enemies a better window to catch her between her tumbles.
- I remember back in S4 or so when Lucian was hit hard with nerfs, which has continued to the present day. Currently, his winrate is quite pathetic. If you buff his attack range from 500 to 525 (it used to be 550 a long time ago), I bet he would do a bit better. If more buffs are needed, I'm not 100% sure as to what they would be.
- With the removal of her passive's interaction with Runaan's, Caitlyn should actually be weak mid game as she is supposed to be. If further nerfs are needed, make her headshot not scale with crit. Also, make her traps similar to that of Jhin by making them invisible yet destroyable when found, and make them activate from minions to make them less oppressive in lane.
- Full scale rework: Make her passive dash only apply on the autoattack after casting a spell, not on every autoattack. Replace her W sentinel with an autoattack modifier that does extra physical damage and a small AOE in the shape of a Titanic Hydra cleave that shreds armor (including the target hit; stacking up to 4 times), with a cooldown of 13/12/11/10/9 seconds. With this, her autoattacks can do 100% AD again, and some of her nerfs can be reverted (the ones focused on her base damages, that is). This possible rework shifts Kalista from being an attack-speed building dashing monster to a Lucian-style CDR and damage-focused ADC that is exceptional at kiting. I imagine new popular items on her being Triforce and possibly Muramana, in addition to her getting the items you'd expect an ADC to buy. If other parts of her kit need nerfs in return for her damage getting buffed, it would be reducing her W's max health damage and/or putting a cap on her E against monsters.
As for other champions that I didn't mention, I either do not know enough about them to be confident enough in suggesting buffs for them, think that they are already in a good spot, or think that they will be put in a better spot with these changes to ADC items and other champions.
