the reason Ekko was first nerfed COULDN'T be because of the tank build could it?

Please tell me it's not true, that the first time Ekko was nerfed was because Tank builds were doing insane damage with very little fun and balance in them, so they nerfed his base values. The reason Ekko is so annoying now COULDN'T be because they buffed his base values AGAIN, could it?!?

Damn, this couldn't be because either tank items, Ekko, or both have unhealthy kits could it? COULD IT??
