Can we revert Dark Harvest?

Last time I checked, the current Dark Harvest is a borerline worthless rune. I see it run maybe 1 in 10 games, and when it is used, it's bad. Like, you need 25 procs minimum before you start feeling its effects. Which, in this quick game meta, is kinda worthless.

Old Dark Harvest was a niche, but it was GREAT on the champs it was used for. Wukong, MF and others had a great rune to use and helped them scale. It also incentivized junglers to not AFK camp a lane, because they would never reach their stacks that way. Overall, it seemed more useful and healthy than the current Dark Harvest. What do y'all think?
