Champions whose kit has too much power into their ults will see a massive drop in winrate and most likely play-rate.
I am biased and play 5 of the champions listed, however it's somewhat obvious that these champions will drop down the tier list.
The removal of Ultimate Hat is a major mistake. Nimbus Cloak is garbage, and doesn't fit the Sorcery Tree at all, and the addition of "Ultimate Hunter" on Domination just favors assassins more, especially since they're now going to easily be rewarded for executing people.
Maybe. If it's that hard of a hit, they can always go into Domination and still get that rune (essentially). But I think manaflow band is probably fine for most of them as a replacement. I doubt there's a huge power differential between those.

lol what? Have you even thought about what Mordekaiser will gain in exchange for losing ultimate hat? He'll have increased sticking power on his all-ins, which is much more important than ult CDR
I'm really looking forward to speccing ultimate hat and manaflow band. It's gonna be great.
