About catch up EXP...

If you stop counter jungling for 1 second the enemy jungler can come right back into the game and makes the jungle less about skill and counter jungling and more about who is using the most broken champ. Catch up exp for the jungle deffinetly needs to be adjusted so a person cant go from level 9 to level 11 in 1 clear just because i'm level 11.
