yea,that's right but in the opposite sense
have you ever tried to lane vs a cassiopeia?
she spams manaless Q (50 mana while she have mana sustain and sustain is a joke) with 3.5 sec CD and if she hits you once if you are not dead you have to recall
sure she gets OOM if she spams E on you (before her first back) but if you have 100HP left it doesn't matter,then she needs to last hit cast her E on a dying minion it doesn't matter if it doesn't kill him and her mana is back,so unless she doesn't start spamming her E on minons she wont ever run OOM
ah and if you want to outpush her,she wont lose minons due her AA E last hit
damn if they really buff her early i'd bann her 100% of my games

It feels absolutely useless in a 15-20 min game where everyone else seemingly gets like 400+ms and she at 366( close to there) at lvl 11 (but then you won't get jokes about there's a snake in my boot) " oh but all you have to do is land your q, w, or ult" and if you miss them? you deserve to die, it's a snake eat snake world. Besides she's locked into not buying buffed sorc shoes ;c, but the expensive alternatives, while being slowish for like the first half of game
