People in champion selection who think they have a role when someone already called it

I hate it when you call a role like jungle, then this guy calls it a minute after you and thinks that he called the role first. Then you tell the person that you have the position and he has to pick something else, and instead of accepting the fact the person instead goes like "lol no i called it before u did" and autolocks in. I'm sick of it, almost every match I have someone like that doing that to me. Is this normal? Because this never happened to me before.
