I've been checking people's profiles and lots of people are gold and above when they're level 70. Meanwhile I'm level 150 and I'm bronze, is this normal?
I don't play a lot of ranked, maybe 4 matches a year.

Yeah it’s fine if your level is high. And remember maybe some one those people might have alternate accounts.
level has nothing to do with rank, you have to actually play rank to have your rank climb(or drop).
Soooo maybe both.
A lot of people already had tons of experience with the game before the level cap was removed.

Being ranked at all playing under 10 ranked matches a year is quite the feat.
Level =/= rank Some people play for fun and do more normals than rankeds, others are the opposite. Or play for fun and feed in ranked :shrug:
well obviously you are going to stay Bronze if you don't play ranked.
