Surrender Mechanic Fix

I am so sick of being in games where we're getting crushed and down 20 kills at 20 minutes, but have to suffer through a 40 minute game because my team (who hasn't spoken a word all game) won't surrender and the other team is just having fun screwing around and going for kills and not trying to finish the game. I'm not sure what the right fix is, maybe only requiring 3/5 players to surrender after 30 minutes or something. It's a huge waste of time and completely kills my enjoyment for this game.
