Seems weird since she can do it, maybe not super perfectly but i'm sure she can clear the requisite 3-4 camps with no leash to be considered a viable Jungler, so it would be nice to give her a items page for it, all you would really have to do is figure out if she should go Stalkers or saber, and if it should get Warrior or Devour enchantment, and work out any other little things from there,

Warrior or Devourer? Fiora's W passive grants her extra AD, and she has the one of the best attack speed steroids in the game. She also triggers on-hit effects with her ultimate. Devourer is clearly the better choice. It just simply gets too powerful too quickly on Fiora because of her E and R.
As far as Skirmisher's Sabre or Stalker's Blade, I'd say Chilling Smite outclasses Challenging Smite. Before the WW nerf patch, Challenging Smite could keep up because the extra damage it triggered was on-hit, making it hit harder due to Fiora's attack speed. Now, Fiora benefits more from the slow on Chilling Smite to stick to her foe.
i agree it's weird; i tried it the other day and there was no recommended jungle item set. The point isn't whether or not she's top-tier in the role, the point is since it's possible for her to clear effectively, she needs a proper item set.
Look, I'll be real here. I saw jungle Fiora a few times in the past, but... she's just another melee attack damage carry, her ganks... suck. I mean, you can fix some of her issues with 
, but her main weakness is actually ganking. She doesn't have the mobility of an assassin, nor the utility of a fighter/bruiser. She's a weaker version of Master Yi for the jungle.
But if you're below plat, people still make rather dumb mistakes from time to time, so you could probably do it anyway.
Just FYI: Tristana has still AP set in ARAM even though she's useless as AP after rework....
I don't use any of the recommended item sets. Just make my own... Recommended are usually pretty bad anyways from my experience.

Ton of champions that can jungle don't. It would take quite a bit of work to do it for everybody who can jungle.
Fiora jungle is just a lesser Master Yi, tbh.
Doesn't mean that she shouldn't have a build for it, though >_>
