But honestly, any champion that can poke you from distance should be always mana based, to give just the few seconds cd as "punishment" for something so easily abusable is stupid. I'm not even gonna argue there about it so lets hear those lcs experts saying how balanced is a champion that spam long distnace spells on you every 4-6 seconds, never run out of mana, so they will not have to manage that resource, meaning everytime its up it will be used, while others champion, some even with extremly low range or straight melee need to manage those resources and not just spam Q and whatever they see on screen is off cd.
