Changes that I would like to see
Lower mana on items- I feel like when I'm playing against a mage or tank once they complete an item with a decent amount of mana making them lose cs when they have so much mana to use is just pointless because it makes it so its easier for them to cs with ability they can stay in lane for 5min just spamming ability wait for tp to come back up come back to lane repeat the same thing so lowering the mana make it so the players that aren't good get punished hard when using abilities to cs adding the lower gain experience range they would fall so far behind which this also convince people to not only push and roam but also apply pressure in lane and starving the opponent for exp and farm.
Lower Mr Growth on Bruisers- Because if you just lower the mana on mage and tank items people will just play bruiser mid from now on so making it so that bruisers get punished hard when going against a mage would be nice. So it would be a cycle bruiser weak against mage and mage weak against tank and tank weak against bruisers.
Increase support starting item cost- I think support has so much sustained with those 3 pots like i play a game oh rakan before and i can go in miss everything and just go back to almost full hp by using a couple of pots and go back in and land my stuff and kill someone even if they have 3 pots so I think u should be punished more heavily when u make a bad engage or took a lot of pokes from someone
Lower gain experience range- Lower the range that you are given experience so if the laning opponent is not willing to step up instead just farm under tower you can freeze the wave and they won't get any exp which can convince people to fight in the lane as well which is what riot wants right ???
Change Scuttle and Jungle camps- Make it so scuttle gives you less experience but more gold and make it take more time to kill because I think that scuttle should be more of a reward after getting a kill on the opposing lane or enemy jungle, not a must get or lose type of thing. And for jungle camps lower the gold given from the big monsters and change the experience gain back to normal this will make people more wanting to get the scuttle after a successful gank or kill on the enemy jungle.
Lower the ranges of roaming ability- Like Gailo and Taliyah I think instead of increasing these champions cooldown on ultimate you can lower the range of them being able to roam with it because I think it more of a problem that you can ult from far distance and not being seen on map than just being able to use ur ultimate more frequently .
Baron Changes- Baron should be given more health because of the baron change from before it really doesn't do much damage making it so that the baron has more health can make teams think twice before starting it and give the other team more time to get ready and contest for it.
{EDIT} (I think riot should do one last big patch to try and solve the problems in the game atm or put some of these things I recommended on pbe see how it works if it works than nice achieved riot goal in making laning more aggressive and more action if not well I suck and with the jungle change no one knows what going to happen but I think these change will at least make it so games arent decide by which jungler got more scuttle crabs. But one thing that I've thought of with this laning change it can lead to less variety in the mid lane and only strong early champs basically just like what jungle is atm so I would consider about these factors if you wanna do this type of change. So one might even play Caitlyn mid for her range or pantheon for the early threat of all in power overall I would recommend this laning type change to be in S9 preseason like if it doesn't go right it can lead to more problem but the baron and jungle changes shouldn't cause a huge problem even if doesn't go right. With the baron change, the game time will surely increase by a little for higher elo and pro play and for the jungle change someone told me this might convince more funneling but I think it won't because sure ur getting more exp from camps but at the same time your not getting as much gold from camps which funneling more prioritize gold than exp you can argue well since you say scuttle gives more gold funnel comp will be strong now but i also say jungle large monster gold will be lowered and the scuttle will have alot more hp which meaning if ur going for a funnel comp your getting less 100% guarantee safe gold and with scuttle having more health enemy team can set up and bait you as most people know when using a funnel comp you basically have 2 supports like your not going to win a legit 5v5 where the enemy only has one support and funnel comp in the early game are genually weaker compared to a normal comp so this jungle change also help get rid of funnel comp since alot of people dislike it. )
