why jax and fiora ult dont do much or anything when in uses ps jax 3 hit passive

does it piss anyone off that when you play jax your ult does nothing to help you and when you play fiora you now only get 2 sec of heal and heal is lower so if you win a champ who you kill and their passive or ult is going to kill you unless you can heal a good amount but no soooo all your hard work will be for a win will be a tie or just a ez kill for someone. jax is strong but with all the bs champs when you top or jung or where ever you take him is not truly strong till 6 and can be shut down ez sooo early if focused. so if i can change jax ult and it will make any damage be halfed and heals him with 10% of the max damage and instants heal when near death then when level be able to heal up to 15 % or 20% at level 18 and jax passive should be an instant from level 1 and damage should be increase well you level. for fiora her ult should have its 4 sec heal again but the healing should stay the same to see if it will help
