Yes. With the right teammate. It's definitely something you need your ADC to know and plan for.

His kit is generally perfect for a support when you break down it's potential: slow, poke, lock-down ultimate, Armor melt (in companion to an ADC, you just boosted their dps) And then his passive: Reduce enemy dps. (They aren't hurting you or your ADC as much as you both are hurting them.)

In best case, this is a pure kill/poke lane. (Ez is particularly fun for the poke combo.) You are capable of peeling, you can poke them beyond minion waves and you can deny the enemy safe engagement in most cases.

Would I advise doing this in normals? Definitely to most-likely not. If you're not building quite right, you end up a bit under-itemized and mana becomes a constant issue.

Your build probably will consist of something based around: item 3025 item 3109 and building tankier with less dps, which really doesn't shine later game. He can build AP for his shield, so certain support items are not completely off-limits, but this is definitely not advisable since you lose dps that you can gain better from a teamfight.

Are there better supports? Yes. Definitely. Can Urgot support? Conditionally and borderline most likely not.

I think it could work. I've wanted to try it with Jhin, but nobody wants to play weird stuff.
