You max Q now. Riot is outright telling players this is the best option because people still trying to max E on him is tanking his winrate well below what it should be at right now.
Start E since it's a stronger level 1 spell, then prioritise Q-W-E
Your q now can help you farm and increases your slow when you level while your e only gets better base damage
