Why is autofill still a thing below diamond elo?

Diamond+ is the only area which que times can get excessive. Even while queing up for a silver ranked game, it took the client 40 minutes to find a game. AND I got autofilled support. Autofill isn't solving any problems in low elo, it's causing them instead.
