Why is Evelynn allowed to miss her skillshot and still be able to charm me with her undodgeable herpes spikes?

With her being one of the most dominant junglers this season especially at certain elos, i believe that her charm alone should only slow at most. THEN if she lands the Q then she gets the CC and damage part of it.

Because her first inital Q isnt the charm proc? If the Q was than she would charm all over the map. It can be proc'ed after 2.5 of any of her abilites? Her spikes are also shorter than first Q cast so if you were still close enough to her for her first Q to miss but close enough to letspikes to proc, you didnt bother running far enough away. Also her W does have a slow, if its not fully charged at 2.5 it becomes a slow.
