Changing runes in Champion Select

Since most of us lower elo players only have 2 rune pages, I believe it is necessary to be able to change/edit runes during champion select, just like you would for changing masteries. To the right of the mastery bar during champion select, you can see a little pen/pencil icon for editing masteries. However, for the runes, there is a space that the little pen/pencil icon would be perfect in.

In conclusion, if we are able to edit masteries in Champion Select, why not Runes? For someone with just 2 rune pages, and someone who plays many different roles, I believe it is necessary to be able to change/edit Runes in Champion Select.
