How to play against AP champions during in the laning phase?

you have to learn what all those champions do.
also you will probably have to rush

vlad - you do not ever interact with his 3rd Q, and try taking ignite to lane.
veigar - dunno, never played this one myself, be zen when he uses his E and just maneuver inside the cage, he'll be easy to get afterwards, you can even try landing your E on him.
neeko - she's just aids, i'm sorry there's little constructive shit i can say here the champion needs rebalancing but rito have priorities and she's not even the worst offender yet. simply don't die to her first, dodge her E, don't be afraid of recalling, build correctly 
pick one for the game.
and when she ults expect it to hurt...like a lot a lot.
ahri - iunno just play something else here. any melee that doesn't have a blink against her is gonna have a mare, yeah you can do some fancy dashy stuff between the minions but you'll come across mental exhaustion pretty quickly having to fix your brain to outplay ahri. but thankfully if you do outplay her E, she's the one in trouble all of a sudden, unless she can just R away. not so sure item rules apply for this matchup, she isn't so much a kill threat and more just the most optional disengage you could face, she also follows up on her ganks pretty well, so yeah, pretty uninteractive.
Irelia is one of the weakest champs in the game so that might be a factor in this. You could try rushing a maw of malmortius for the AD, Resistance and CDR. AP champs tend to be ranged so you have to just get your stun on them and go in.
