Why we need vote kick or something like it

there is a serious problem with toxicity in league and people in pre-game lobbies are free to troll and force people to lose lp or if they choose to dodge, a timer AND loss of lp, it's not fair to the people trying to have a fun game or actually rank up, something needs to be done about this.
