Ongoing Freezing Issues

Since mid season 9 I've had issues with running league of legends. I've been playing on this PC for many years, and haven't noticed any issues with performance on any other app or game. I have followed every single support step and fix offered to me up until resetting my entire PC. Nothing has worked. I experience frame drops when minions spawn in for the first time, and sometimes when things pop onto screen for the first time including blue buff, plant animations, and various other game aspects. I also consistently drop frames while opening shop and buying items, literally every single time. The frame drops are generally quick, similar to split second freezes, and I do not lag during team fights or other scenarios that might be traditionally considered hard to run. I've heard of other people having this issue pop up around when I started to have issues, is this still going on for other people?
