Visual Glitches Season 9

Ever since patch 9.13 I've been having issues with visual glitching. I drop frames for a half second when things come onto screen for the first time each game, specifically the first minion wave, blue buff, red buff, scuttle, and occasionally things like plant animations and level up animations. I also have been having major frame drops when I buy items and when I open the shop. I've run through the riot support flow chart about a dozen times in the past few months, and finally agreed to reset my PC entirely. That didn't fix anything, and they finally said my PC just couldn't run league anymore and that I should look into getting a new one. The problem is, I've seen plenty of other people mentioning similar issues popping up around the same time, including one person in my game today. Is anyone still experiencing these issues or has anyone fixed them? I think it might be a compatibility issue or glitch with my CPU but I'm really not sure and it's driving me nuts. My PC is fine, I don't even lag in teamfights much, it's just random drops during the game that don't make any sense.
