Why am i allied with lvl 11's and against lvl 145's???

I dont have any ss to show this but it seems like whenever me and my friends play games (im a lvl 60, my friends are lvl 59 and 76) and we get lvl 30's and 20's which are ok but half the time dont know how to play their champ bc in every game i feel like im playing with someone who announces to the whole enemy team that "im new go easy on me" therefore making them a target for free kills during the course of the entire game. Then u see the enemy team filled with insane masteries and one tricks with sometimes a couple million points on a champ that are all AT LEAST lvl 100. i dont see how this is very fair and i only lose these games unless i have a 3-4 stack of friends to win the game.
