When do league games become "good"?

When i was silver 4, i use to think golds were insane and when i got to gold i found out that everyone there is apes. Then i thought plat was insane and when i got to plat, i realized everyone is bad. Then i thought diamond was competitive tier, then i realized they are toxic monkeys. So this got me thinking, once i hit masters, am i still going to see bad players? at what rank does league ACTUALLY become good? I notice a pattern that every level of league has bad players
