Can we please fix the obvious issue with Ekko here?

First of all, who was the bright one at Riot who thought to release a champion that's been on the PBE for 2 weeks with absolutely no nerfs, buffs, or any change to balance at all to him? No, this isn't going to be a blind hate post about "boohoo I lost lane because I suck pls nerf rito :^(", this is the first I've ever legit complained about a champion. Every champion is balanced and has their own weaknesses (well, maybe not all, but at least most). Point is, yes, you can counterplay Ekko, but it's hard to when he can use two abilities that brings your health to half, and then ult to finish you off. Not only does his ult do completely ridiculous damage (which is one of his main problems thus far, his kit is balanced, it's just the fact that it blatantly does too much damage_), but he can just press r and easily get out of a difficult situation, either to get away safely, or give himself an easy double/triple kill, because he does a ton of damage to all enemies in the area AND regains the health he lost during that.

For anybody about to type tl;dr, he needs a nerf to his ult, and a tweak to his e. He may not have a high win rate as of now, but it's guaranteed the least amount of kills he'll have in an average match is 7-10. And now I'm 99% sure I'm going to get a lot of replies from people who just bought Ekko and went 20/0 in a match saying he's balanced and doesn't need changes.
