So today I got matched with a diamond akali and a plat 1 shen
As you can see I am level 28 on this account.
Since this account is a smurf, we beat them, but why does riot match diamonds with level 28's?

You beat them, match making is working.
A combination of your MMR being high and/or their MMR being low. They do this so smurfs (like yourself) are quickly matched up with players of equal skill rather than you smashing noobs on your way to 30.
Okay, so good to know that noobs aren't matched with diamonds.
It's the same as ranked where the more you win the higher your MMR. So if you get to level 28 while winning almost all of your games, your Normal MMR will be very high, whereas the average level 28 will not have nearly as high MMR.
working as intended
The matchmaking system figured out that you were as good as they were.
I like the matchmaking system now ;)
cuz its normals...and normal mmr is different. you are smurfing, so you win a butt ton. Your normal mmr is amazing, and you will see plats and diamonds for days. I had the same thing on my smurf...for normal folks just starting out, they will lose plenty in norms to be facing silver/bronze nubs in normals like they ought to....when a vet smurfs, things dont work like they ought.

LoL uses Elo.
MMR has nothing to do with level. Or division for that matter.
