Fizz/Thunderlord interaction?

Just played against a that was proc'ing Thunderlord's Decree on Q. Bought the Champion just to try it out. Seems like pressing W and then Q'ing an enemy champion causes Thunderlords Decree to proc instantly. Seems a bit to strong to be able to get three stacks instantly on a target dash, There's really no counter-play to it. Is this an intended interaction, Are there other champions doing the same thing?

Well I guess the magic and physical damage from his Q apply 1 stack each and the on hit damage from W makes it 3. Thunderlords has many of those interactions, for example Lux passive applies 2 "stacks" too and things like Morgana W or MF E can proc it alone as well.
