Is taking smite as support viable?

I've played a few games taking summoner 11 as Bard support, and it just seems to be a much more impacting summoner spell than exhaust or ignite. The fact you can get item 3711 instead of a sightstone is great, with the added benefit of being able to steal objectives and build better Still want sightstone for the extra wards/health it provides? Take item 3706, and you have a handy-dandy slow every minute or so (Cinderhulk Alistar/Braum anybody?).

Of course, there's the fact you won't have your summoner 14 /summoner 3 , so I'm not quite certain how "good" it would be to carry smite in lieu of them. So that's where I'd like some feedback from the boards. Preferably from some higher-ups, but all input is appreciated.

Chilling smite is something like a short term exhaust, but with a much shorter ccooldown. You could also smite minions that get in the way of your skillshots. For example, Blitz shoots a grab at some other dude hiding behind a minion, smite the minion, grab that booty, ect. It also gives you good control over objectives late game. I say it's definitely worth taking on some supports, and I want to try it

It's most tangibly effective with champs like Blitz and Thresh, who can smite a minion out of their way as they toss out a hook.

Maybe in competitive or 5 man premades. Not in solo queue.
