Remove Poppy's Ult cast time

I've been playing quite a bit of Poppy jungle recently, and honestly I've been having a lot of fun with her. I know she's way out of meta and considered one of those "un-sacred creations" that Riot won't touch until they completely rework her, but I think for now this little QOL buff would help her in a lot of situations.

When Poppy casts her ult, you have a tiny delay where she stops moving to do what I can only presume is a dramatic point where she shouts "YOU!" Though a very tiny cast time, I have had plenty of chases, dives, teamfights, and duels completely ruined by this quick pause in action. I think before the big change comes out Soon(tm), we should at least have this tiny QOL update so that Poppy can handle a few more scraps on her own.
