Removal of Lichbane

I have heard that Lichbane will soon be removed from the game. I understand that it makes several champions, like Fizz, very powerful. However, Lichbane also makes other champions, like Morde, playable.

Imo, by removing Lichbane, Morde will no longer be playable without an increase to his Q stats and a slow attached to his W.
