When Zed ulti's a champ and the burst is enough to kill them an shuriken indicator appears. When Cho'gath can Nom Nom kill you, a circle indicator appears. When Garen get's you low enough, a justice indicator should appear. I can't say the same for Darius because if it has an HP bar, he can kill it.
The only gripe i have with it is that it makes Garen even easier to play, and he gets enough flak for that already. Besides when you play Garen enough, you know within a 90% certainty when you can kill them with Demacian Justice. Outside of the negative criticisms that may be used against him, i find it hilarious. So food for thought i guess.
I'd rather avoid the indicator, it would make Garen feel more like an assassin. I'd rather have the Player decide the Enemie's Fate, not have the game give them a free "kill this person" indicator. Justice... belongs to the player.
Zeds ult only shows you if it will kill them after you cast it. I don't see how that would help garen.
Then you could argue the same for Jinx, or for Riven, or for Darius, for any champion with an execute. Its fine as it is.

I never see a circle when I can kill someone with my ult as Cho'Gath, can you link to a picture or something of said circle?
This change + recent Garen buffs = 
I see a some comments along the lines of "a good Garen player will know", and just want to point out the best Garen player by far in NA is MarineRevenge and I watch him stream almost daily and he still frequently misses kills by 50hp or less. The way Garen's ult works sure Garen mains will know within a few hp or so but because Garens Ult is his only ranged attack if it doesn't kill they likely get away.

When you can kill them garen should whisper "Demaciaaaa...." and then when he ults it should be a global shockwave and global taunt screaming "DEMACIAAAAAAA" and you watch the shockwaves from his ult ripple over the battlefield.... cmon please rito
