How to cs against an extremely aggressive laner

Had a game a few weeks ago this guy took draven top lane and I was nasus. By the time I realized just how hard getting q hits would be I was already lvl2-3 on my q abilty. Usually I would have just built dorans rings and max spirit fire. But I wqs flustered by his damage and wasnt thinking straight that game but then it got ne thinking. If I played any other melee champ who didnt have a safe ability loke spirit fire how in the hell would I lane against such an agressive lane bully? During this match I wasnt even safe hugfing my turret cause he'd poke me run away without taking turret shots over and over. I want to be better prepared especially if I decide to play a differwnt melee champ and,get faved against some aggresive enemy
