Give 15% AP back to champions that have smite with blue buff

Removing that 15% ap without buffing the AP jungle upgrade really hurt a lot of the AP champs. Either give it back to blue buff exclusive to champions with smite or put a 5-10% AP buff on the blue upgrade jungle item.

Jungle Fiddle and Diana and many others(nidalee/fizz/rumble/gragas/evelynn) will thank you! You will find many of the champions with Runic Echoes in their core build are well below 50% win rates(except Shaco and Rumble).

Most of these champions lost at least 2% on their winrates after that one change without subsequently buffing Runic Echoes.

Although, you should probably nerf Shacos ap ratios a hair if you do this.
