Gnar in solo queue

Gnar is so weak in solo queue because he suffers more than any other champion with lack of communication. His team and the other team both can't be expected to synch up and play around his rage bar. Gnar is a high variance champ with little going for him relative to this horrible, anti gnar environment. Gnar is also serviceable in competitive play and picked for reasons independent of his laning strength. We can buff solo queue gnar but not really touch competitive gnar by letting all of his abilities deal full damage to towers. This will make splitpushing more impactful!
