Garen Rework

Garen is a very pro champion. Q E R does damages like you wouldn't believe! Nice nice, I know ;) but he only has a little speedup! What gives? I think Garen should get the riven treatment, where Q can be casted 3 of the times and does a little gap close each time and his speed boost / slow removed should be moved to E. Also, on a side note, Garen R can reset on kill like darius, for balance sake :)
