League doesn't pop up when it's my turn to pick/ban half the time, bug?

Lately whenever it's my turn to ban or pick in select, my league window doesn't pop up like it used to. I don't feel constantly watching when I'm used to it popping up since the beginning of time. Is this intended? If so, that's ridiculous. Accidentally dodging games and losing lp because you have other things to do (put on music/check guide/anything) seems pretty pointless to me. Why riot? Why?
