Abyssal Mask

Is this item really good stat wise or only strong in the rest of the item landscape? I've seen champions like and running it and it feels really bad to play against. Supposedly, in case she only loses 10 damage in comparison to ROA at first item after . Is this an item that is getting looked at for 8.4?
