Can Vlad get some auto attack love

As the title says vlad can use some auto attack love especially for early game. He has one of the lowest base auto attack values out of all the champs. There are only 7 below him and out of those 7 is the only champ who dosnt have some form of boost that goes along with thier auto attacks. Where he really needs help though is his auto attack animation. I dont know if this is the best way to describe it but his attack frame rate is so slow compared to every other single champ. It feels like in order to last hit succesfully you have to plan your auto attack well before the minion actually gets low enough to die by the attack. His character model while attacking is slow and his projectile which he sends out is also slow.

If this could get change to where its more on par with other champs then his low auto attack damage wouldnt be such a big facter and it would be alot easier to predict when you should last hit as him.
