Put magic pen on Runeglaive.
Instead of adding more ap to it why not put magic pen on this item. I mean warrior enchant has armor pen so why doesn't ap jungle enchant have magic pen? This would help Elise alot :D.

Flat MPen is theoretically nastier than flat ArPen because magic resistance is harder to stack. Flat MPen is also much more lethal against squishies like ADCs, mages, etc., since they don't get MR growth per level.
I suspect Riot doesn't want to add MPen to Runeglaive because it'd make AP assassin junglers (like Elise) too good. For instance, if you had Runeglaive, Sorc Shoes, and Haunting Guise, an enemy building a Chalice could end up not reducing any damage.
Let's not go nuts here, Elise doesn't have enough damage (after the "buffs") to 100-50 someone even when 2 levels and an item up, let alone 100-0 anyone unless it's Sona.
Well, we can't only consider Elise. Diana, Nidalee, AP Shaco, etc., could all become OP if Runeglaive had flat MPen.
Don't get me wrong, the last thing I want to see is people trying to play Jungle Shaco, Nid, or Diana, but I don't think some MPen would make much of a difference. Their base damage is not enough.
By the time it matters enough, they can have Abyssal Scepter built anyway. I'm not for or against the idea. And no one would play AP Shaco in the jungle even if Runeglaive was godly, if they did it wouldn't be an advantage.
^actually this is false. also it shows how ignorant you are.
Thanks G5 Nautilus main, for explaining the details of why what I say is incorrect... oh wait, you can't, because it is correct. Hence you just talk shit then walk away.
You post no numbers for you idiotic post. Why should i bother correcting/informing you when you are just making wild claims with no backing?
RIOT was fairly vocal in saying they wanted to make a jungle item for AP junglers that helped them clear the jungle as opposed to giving them a stat boost. Magic Pen doesn't help with jungle clear because most jungle monsters don't have MR. Armor Pen helps jungle clear because all jungle monsters have armor.

But also, unless you are Fiddlesticks, most AP junglers weave in AD with their autoattacks (hence a Sheen AP item). Even if MPen were made viable by shredding whatever little amount of MR they gave monsters, the AD part of their clear would force that MPen to be even more effective than Warrior's APen (as it needs viability on AP + AA builds, whereas AD + AA both synergize with APen). As an example:
If typical AD champs used 100% of their clear speed on physical damage, but AP used 50% on each...
If you improved AD damage by 50% on item, you'd have to improve AP damage by 100% to imitate that clear speed.
But then your spells have +100% effectiveness on ganks as well (presumably), and so that will nerf the effect down to maybe +75% AP damage... That gives a subpar clear speed, but extremely effective ganks.
I will say, I thought Runeglaive was good where it was, but I think I overlooked the fact that AP champs have generally pitiful base AD, and therefore poor Sheen effectiveness. It feels very bad as a clear speed boost, in my opinion, and could use some type of padding.
