QoL Taric Improvement

I used to love playing Taric pre rework, especially in the jungle. Now, I love it even more. Riot did a fantastic job with the update, barring one crucial aspect: his passive.

They kept it roughly the same, and the same idea is still there: cast a spell, auto, cast another, auto, repeat, to keep you constant flow of spells and damage. However, his cast times make this strategy much harder and less satisfying than it should be. Pre rework, it would become a rhythm, each auto flowing seamlessly into the next spell. Granted he still had cast times, but they were more manageable. Now, his Q and W both have recovery times, preventing his autos from flowing and feeling clunky. It's especially noticeable in the jungle, where you have few other distractions. His autos after activating his E are not affected by this (or at least they don't feel like it, which is the most important part), so making his post Q and W autos clunky makes no sense.
