Objectives early game seem extremely unbalanced

As we all know dragon is extremely important. Herald... Not so much. While some can argue that herald is actually is a pretty good buff, as a jungler (especially assassins) i don't feel the need to use up half my hp bar and waste a lot of time that could've been used for ganks, getting xp from my jungle, or not being there to contest dragon.

Please address this Rito.
